隨著全球勞動力遷徙日益頻繁,台灣的民主結構如何影響移工的政治權利?本講座將以印尼移工參與2024年大選為案例,探討台灣在海外投票中的角色。台灣作為亞洲民主典範,雖擁有強大的公民社會和移工運動,但外籍勞工制度下仍存有投票不便的挑戰。Ratih Kabinawa博士透過專家訪談與研究分析,深入了解台灣民主與跨國移工政治權利的碰撞!

This research raises critical questions about how Taiwan’s democratic structures may facilitate or impede the political rights of migrant workers. Answers to this question address a significant gap regarding the role of the destination country as a catalyst in either supporting or undermining the political rights of temporary migrants. Focusing on Taiwan’s democratic structures contributes to the challenges and opportunities that democracy faces in light of increasing global labour migration, where cross-border interactions between host state and migrant labourers prevail. To answer this critical question, this research uses Indonesian migrant workers’ participation in Indonesia’s 2024 general election and the role Taiwan played in hosting the overseas election as a case study. The significance of this case study is twofold. First, Taiwan is a beacon of democracy in Asia, with a robust civil society and migrant labour movements that advocate for the rights of migrant labourers. Second, despite this impressive democratic achievement, the guest worker system in Taiwan, as a mobility regime sponsored by the state, and the employment practices in the migrant labour market are prone to create unfavourable conditions for Indonesian workers to cast their votes. By conducting interviews with key informants involved in election administration and migrant voters, this research will generate insights into the role the state institution and civil society of the receiving country have played in facilitating or impeding the participation of migrant workers in their country’s overseas voting. These findings will contribute to the debate on the positionality of migrant workers under transnational democracy and the nexus between state institutions and civil society in the receiving state in order to reinstate normative values of liberal democracy.

 

本研究提出了一個重要問題,即台灣的民主結構如何促進或阻礙移工的政治權利。解答這個問題,將填補地主國家在支持或削弱移工政治權利方面所扮演角色的研究。聚焦於台灣的民主結構,有助於理解在全球勞動力遷徙增加的背景下,民主面臨的挑戰與機會,尤其是在地主國家與移工之間跨國互動普遍存在的情況下。

為解答此關鍵問題,本研究以印尼移工參與2024年印尼大選及台灣作為海外投票地的角色作為個案研究。此個案研究具有雙重意義。首先,台灣作為亞洲民主的典範,擁有強大的公民社會及倡導移工權利的勞工運動。其次,儘管台灣在民主方面取得顯著成就,但作為國家主導的流動性體制,台灣的外籍勞工制度及移工勞動市場中的就業實踐,往往使印尼勞工投票面臨不利條件。

本研究通過訪談選舉管理相關重要人士及移工選民,以產出有關地主國家政府機構及公民社會在促進或阻礙移工海外投票參與方面的見解。這些研究結果將有助於探討跨國民主下移工的地位,以及地主國家政府機構與公民社會之間在重申自由民主規範價值時的互動關係。

*Dr Ratih Kabinawa is an Adjunct Research Fellow at the School of Social Sciences at the University of Western Australia and a Postdoctoral Research Fellow with the Taiwan Foundation for Democracy. She earned her doctoral degree from the University of Western Australia with a thesis focusing on the transnational politics of Taiwan’s foreign policy in Southeast Asia. Ratih has published numerous articles, including commentaries, policy papers, and journal articles, and participated in several track 1.5 and II dialogues on Taiwan/China-Southeast Asia. She is currently working on her first monograph on the roles of informal diplomacy in Taiwan’s foreign policy in Southeast Asia.

*Ratih Kabinawa博士是澳洲西澳大學社會科學學院的兼任研究員,也是台灣民主基金會的博士後研究員。她在西澳大學獲得博士學位,論文聚焦於台灣對東南亞外交政策的跨國政治。Ratih發表了許多文章,包括評論、政策報告及期刊論文,並參與多次台灣/中國-東南亞的1.5軌及2軌對話。目前,她正著手撰寫首部專著,內容涉及非正式外交在台灣對東南亞外交政策中的角色。
